Allegations that asylum applicant was harassed and threatened by his native country?s police because of his political affiliation did not establish prima facie eligibility for asylum where applicant could not remember the dates on which harassment occurred, his assertions as to the precise nature of the harassment and where it occurred were vague, and he offered no facts suggesting that he would be subject to future persecution if returned to that country. BIA may not, following remand by court of appeals, consider issues beyond the scope of the remand.
